Job Purpose

The role holder is responsible for overseeing governance and control across all network elements and services, ensuring alignment with stc’s strategic vision of being the Digital and Telco Leader. This includes managing end-to-end change processes, configuration oversight, seamless service migration, incident management performance, and supporting robust business continuity plans. The role involves collaborating with internal stakeholders (e.g., GTU, EBU, CBU, WBU) and external partners (e.g., MSPs, vendors) to ensure seamless operations, compliance with GRCU policies, and adherence to stc’s operational frameworks. The role holder shall carry out their duties in accordance with stipulated business policies and procedures, leveraging stc Brain and ai core for automation, analytics, and governance enforcement.

Job Responsibility

Manage Change Management: Oversee end-to-end change processes for all network elements and services across domains (Fixed, Mobile, Core, Transport, Firewall, Application, OSS, Special Services, TFM, IN, SDF, IT, etc.), ensuring alignment with stc’s TSA standards and GRCU policies.

• Optimize Planned Requests: Efficiently manage MDT/TCN requests to streamline approval cycles, leveraging ai core for automation and stc Brain for impact analysis.

• Configuration Oversight & Migration: Ensure comprehensive configuration management and seamless service migration, utilizing automated tools integrated with stc Brain.

• Activity Alignment: Review and align cross-functional activities, assessing impacts to prevent conflicts and ensure operational coherence.

• MSP Governance: Enforce consolidated governance for MSPs, including SLA monitoring, performance reporting, and compliance audits via Sirar by stc.

• Incident Management Evaluation: Analyze incident management performance (root cause, ownership) with support from GTU and AI CoE, using stc Brain for predictive insights.

• Reporting: Generate Daily, Weekly, and Monthly reports on governance, change management, and MSP activities via ai core.

• Business Continuity Support: Assist in executing BCP/DR plans and developing contingency strategies for disasters/major outages, collaborating with Specialized by stc.

• Cross-Sector Collaboration: Interface with SEA Sector, GTU, EBU, CBU, WBU, and external stakeholders to ensure seamless operations.

• Logistics & Support Compliance: Liaise with LSM (Logistics & Support Management) in Operations Excellence, adhering to LSM guidelines.

• Contractual & Technical Closeout: Review contractual certificates, produce technical closeout reports, and reconcile projects with approved designs using CUL and PAT digital documents.

• Asset Reconciliation: Update As-Built records in the database, reconcile assets with signed PAT documents, and support OIL clearance activities.

• Quality Control: Ensure QC for PAT, As-Built, and Closeout Projects, leveraging IoT Squared for asset health monitoring.

• Asset Lifecycle Management: Reflect changes in the asset inventory system during lifecycle stages (e.g., retirement plans), supporting end-to-end inventory control via center3.

• Inventory Management: Oversee operation, maintenance, and retirement-related inventory activities (e.g., daily management, asset dismantling), ensuring alignment with stc’s asset strategies.

Years of Experience

A minimum of 8 years of relevant experience with at least 3 - 4 years of experience in a similar role.
