Job Purpose
The role holder is responsible for overseeing and facilitating procurement activities for all projects and agreements not covered under the normal procurement policy. The role holder is also responsible for conducting studies to identify opportunities for cost reduction stemming from regulatory obligations. The role holder will carry out duties in accordance with STC stipulated business policies and procedures.
Job Responsibility

Oversee and facilitate procurement activities for all projects and agreements not under normal procurement policy.

Coordinate tenders for all sector projects, including the preparation of bidding documents (RFI, RFP, RFQ, PR), and facilitate evaluation with Procurement up to project awarding and contract signing.

Support the purchase and lease of capacities and telecom services with local and international operators.

Assist in the creation, analysis, negotiation, and execution of various contracts for General Management transactions.

Build and maintain strong relationships with vendors, clients, and other business stakeholders.

Maintain comprehensive contract-related documents and correspondence.

Present contract information to relevant parties, such as stakeholders.

Track contracts and facilitate their extension or renewal in cooperation with relevant beneficiaries.

Contribute to building and maintaining solid working relationships with vendors and suppliers.

Participate in developing processes to oversee key milestones within each contract, including renewals, termination, and key deliverables.

Contribute to policies and the overarching commissioning strategy for STC.

Collaborate closely with other teams within and outside the sector, including procurement, legal, and marketing.

Prepare and file correspondence including briefs, letters, emails, and reports.

Develop regular reports on the status of all contracts for senior management.

Assist in the negotiation and oversight of leasing agreements.

Facilitate the submission of Contracts/Agreement approval requests for Legal review and approvals.

Support the evaluation and approval of change requirements, and coordinate communications with finance and Procurement for facilitating changes and approvals
