Job Purpose

The role holder is responsible for Prepare OSP full design guidelines including CAN Ring design, OSP Fiber, OSP Standards and OSP PAT, manage end-to-end implementation of OSP and ensure compliance to agreed work plans and schedules. The role holder shall carry out his duties in accordance with the stipulated business policies and procedure.

 

Job Responsibility

  • Prepare OSP full design guidelines including CAN Ring design, OSP Fiber, OSP Standards and OSP PAT
  • Manage end-to-end implementation of OSP
  • Ensure compliance to agreed work plans and schedules
  • Specify and follow-up blocking issues
  • Facilitate project work with contractors and STC departments
  • Inspect and Accept vendor provided systems and installations for OSP
  • Coordinate project work with vendors and STC departments
  • Ensure effective design and management of FTTX
  • Evaluate OSP deployment plan, review comments and approval of FDED and design MOPs
  • Oversee Circuit Work Order (CWO) activities for all projects, receiving requests from various projects and STC departments to design and plan implementation while verifying network availability and maintaining network records

 

Job Responsibility (cont.)

  • Communicate guidelines to project leaders, monitor project performance to ensure alignment with plans, and provide technical support to address deviations and meet performance standards, ensuring compliance with all technical standards and guidelines
  • Develop and maintain material standards for Outside Plant (OSP) implementation projects, adhering to work plans and schedules, and resolving blocking issues
  • Inspect and accept vendor systems and installations, preparing comprehensive OSP design guidelines for districts, including CAN Ring design and OSP Fiber standards, and managing end-to-end OSP implementation
  • Facilitate with OSP on site readiness and hand-over, ensuring a seamless transition and efficient project progression
  • Develop comprehensive analysis of the complete Installation, Swing, and Outage Work (ISOW), enhancing project oversight and management
  • Conduct project planning and control, while ensuring effective reporting, monitoring, and scope control
  • Ensure achieving Department Financial targets and create periodic report for spending based on plan
  • Ensure Assist with tendering, budget and CAPEX evaluations, BoQ finalization, vendor evaluations, and provide technical support and issue tracking for communications with vendors and external parties
  • Develop design quality assurance measures for implementation and integration, focusing on the seamless incorporation of various components and technologies
  • Lead and perform PMO activities with related stakeholder to ensure full alignment within the GD and perform Project management starting from Planning, Design, until handover to Operations and closure
  • Ensure acquisition of assets is aligned with strategy
  • Manage for inventory buy and deployment-related activities, such as identifying potential vendors and suppliers, negotiating contracts to ensure favorable terms, and managing spare return (repair and replace)
  • Manage for conducting testing and quality assurance measures and updating inventory repository with relevant information once asset is deployed

Manage Transport network Implementation Project Management (including STC internal needs for data networks)

Prior experience in OSP Design and Implementation within the Telecommunication industry
