Job Purpose

 

The role holder is responsible for leading and governing the overall financial direction of the SilkLink program, ensuring integrated financial planning, investment and capital allocation, financial control, and performance management across all participating stc functions and subsidiaries. The role holder ensures effective financial governance, optimized capital deployment, proactive financial risk management, and sustainable long-term value creation in alignment with stc standards and approved program objectives. The role holder shall carry out his duties in accordance with the stipulated business policies and procedures.

Job Responsibility

Strategic and Managerial Responsibilities

  • Contributes to the development of stc’s organization strategy and to the overall process of management and corporate decision making along with relevant stakeholders.
  • Directs and manages the SilkLink Finance mandates, providing financial leadership and facilitating work processes to achieve high performance standards.
  • Establishes and governs the financial direction, planning framework, and financial control mechanisms for the SilkLink program.
  • Leads and monitors financial performance and change within SilkLink Finance, providing guidance and support necessary for continuous improvement.
  • Ensures compliance with organizational financial policies, procedures, governance standards, and applicable audit and control requirements.

Core Responsibilities

  • Establish and maintain unified financial governance for the SilkLink program in alignment with stc standards and long-term investment objectives.
  • Develop and manage the consolidated SilkLink financial master plan covering budgets, investment roadmaps, expenditure milestones, and funding dependencies.
  • Define capital investment requirements and funding models in alignment with approved program budgets and investment priorities.
  • Optimize investment allocation and lifecycle costs to support cost-efficient execution and long-term financial value.
  • Establish integrated financial planning and resource allocation mechanisms across participating stc functions and subsidiaries.
  • Act as the central financial orchestration function across SilkLink workstreams, ensuring clear budget ownership and eliminating financial duplication.
  • Oversee financial planning, reporting, control, and performance management across the program.
  • Monitor expenditure against approved budgets, investment plans, and program milestones and drive corrective actions where required.
  • Identify and manage financial risks and ensure adherence to financial control, governance, and audit requirements.
  • Define and monitor financial KPIs, expenditure performance metrics, and financial quality assurance mechanisms.
  • Coordinate with Finance functions, subsidiaries, external auditors, and financial advisors to support investment and financial decisions.
  • Provide management with consolidated financial reporting, forecasts, risks, and recommendations to support effective decision-making and sustainable value creation.

People Management Responsibilities

  • Defines goals and key performance indicators for members of the SilkLink Finance team and ensures effective application of the stc performance management process.
  • Directs planning and selection of manpower within SilkLink Finance in line with business and operational plans.
  • Ensures high level of employee engagement and capability development by providing ongoing feedback and coaching team members.
  • Performs other responsibilities and tasks related to the job as directed by line manager.

Years of Experience

  • Minimum of 8 years of experience in the relevant field.

Nature of Experience

  • Prior experience in Financial Planning, Investment Management, Financial Control, and Capital Planning, preferably within large-scale technology, telecommunications, or infrastructure programs.
